Although Darkest Hour and HOI2 do not have the dedicated and rigid OOB of HOI3, you can see its loose outline through this system, with the idea being to place your high ranked leaders in HQ units to bolster the lower ranked leaders leading various corps/divisions. Note that this buff is only afforded to HQs with at least a General ranked leader in charge though. HQ units can double the unit cap of leaders in the provinces they are placed in along with those adjacent to them.

While this intially may seem like a major bottleneck, HQ units exist for this very reason, among others. Sort of like how in HOI3 the higher a leader was in the OOB the more diluted his overall effect he would have on battle, though it would touch more units overall. Think of it as a debuff for that leader being promoted to a position he isn't entirely prepared for command wise, I guess. Promoting them manually does cause them to lose a skill point and sets their experience to 0, as you found out. Even with 500 hours into the game I am not entirely sure on the formula used here, it seems to be a mix of the unit cap and just plain RNG, or perhaps it is simply just RNG. at the given dates in the games files for historical leaders or sometimes randomly.
